The U.S. Department of Health and Human Services has issued its first-ever “Biennial Implementation Plan” to implement the National Health Security Strategy the department unveiled last year, which is a comprehensive blueprint for dealing with the health consequences of a major man-made or natural disaster or a devastating terrorist attack.
