Advancing the EMS profession

SUPPORT NEW TIP LEGISLATION

Email your U.S. House Representative – request your representative to co-sponsor the NEW Treat-In-Place (TIP) Pilot Program. H.R. 8977, the Improving Access to Emergency Medical Services Act introduced by Reps. Carey (OH) and Doggett (TX), creates a five-year model payment program to evaluate TIP model improvements to aging Medicare beneficiaries’ access to EMS services after calling 911. Aging Medicare beneficiaries are about 40% of patients treated by EMTs and paramedics, and on average 12.9%-16.2% of the Medicare-covered 911 required transports to an emergency department for a non-emergent medical condition. The pilot program will allow for the advancement of EMS systems and financial models to demonstrate EMS quality and patient care satisfaction. NAEMT, the American Ambulance Association, the International Association of Fire Fighters, and the National Association of EMS Physicians all support H.R. 8977 and its pilot program. Why TIP?

Episode 38A Case for Whole Blood with Dr. Jon Krohmer. Exsanguination remains the leading cause of preventable deaths among victims of trauma with nearly half of these patients dying in the prehospital setting. Prehospital blood resuscitation is also clinically indicated for selected patients who hemorrhage from medical conditions (e.g. postpartum hemorrhage, abdominal bleeds). Individuals requiring critical care in the field in many locations in the US do not have access to prehospital blood transfusions due to reimbursement policies and scope of practice limitations. In this episode, Dr. Krohmer identifies the issues of whole blood availability, clinical scope of practice and reimbursement and suggests outcomes and solutions. He also talks about the work of the Prehospital Blood Transfusion Initiative Coalition and its survey of the agencies currently delivering pre-hospital blood administration.
