Chelsey Penrod Hickman, Partner, Winning Strategies Washington
Chelsey brings a unique combination of experience to WSW.  She is a trained technical writer, and also worked on Capitol Hill as a senior Republican staffer for over 10 years, in both the House and the Senate, covering a broad range of issues, including healthcare policy and funding, emergency preparedness, telecommunications, and more. Most recently, Chelsey served as Chief of Staff for Rep. Kay Granger of Texas, currently the most senior Republican on the Appropriations Committee. Chelsey’s areas of expertise include coalition-building, grassroots organization, strategic planning, project management, writing, and editing. 

Nancy Fox, Principal, Winning Strategies Washington
As a 25-year Capitol Hill veteran working in the Massachusetts and New Jersey Congressional Delegations, and most recently Republican Staff Director of the House Appropriations Committee, Nancy brings expertise in appropriations and federal policy and funding issues that are often determined on the annual spending bills. Nancy was the first woman to hold the powerful position of Staff Director in the committee’s history, and she has a keen understanding of how decisions are made in Washington. In addition to her unmatched appropriations and federal funding expertise, her policy skills include defense and homeland security; telecommunications and technology; transportation and infrastructure, including disaster relief and recovery; energy; water resources; international affairs; and Food and Drug Administration issues. 

Charla Penn, Principal, Winning Strategies Washington
Since joining Winning Strategies in 2009, Charla has been at the forefront of ensuring that WSW’s healthcare clients are well positioned with the key committees of jurisdiction on Capitol Hill and the relevant Executive Branch agencies to achieve their objectives. She works extensively with hospitals, provider associations, pharmaceutical and biotechnology companies, insurers, EMS providers, and non-profits to navigate the ever-changing healthcare landscape. Charla spent 11 years on Capitol Hill working in the Florida and New Jersey Congressional Delegations as a healthcare policy advisor for key Members of the House of Representatives, most recently for a Member of the Ways and Means Committee working on Medicare and Medicaid financing and delivery system reform for providers of all types.
